06/01/2010~ UPDATE:
S1073 passed the Senate unanimously and was sent to the House on 04/29/2010 where it was assigned to the Labor, Commerce and Industry Committee. It was stopped in the LCI committee; two of the Senators on the LCI full committee wanted to see more state law enforcement involvement and less regulation under the Dept. of Consumer Affairs. SC-CARS will work with the LCI committee members over the summer along with SC Law Enforcement Division, SLED, to determine the best way to get regulation in place through SLED rather than Dept. of Consumer Affairs. Private Investigators are also licensed through SLED so they are indeed equipped to handle such licensing. We will have a new bill ready to present to the House in January 2011. If you have suggestions or concenrs regarding the contents of the bill, feel free to contact SC-CARS at

Two of the most critical aspects of a successful collateral recovery business are the proper insurance coverage's specific to this profession and professional certification. Over the past several years approximately fifteen insurance carriers have stopped writing coverage's for this industry due to catastrophic losses because of failure to recognize the "inherent" risks associated with the self-help repossession process and a failure to require adequate training and certification of professional competency. At Insurance Services USA, we promise to be the people that you can count on to provide you with the best service and most competitive prices for your industry needs.

National Recovery Certification:
SC-CARS requires that every member become certified within the first year of membership. Following is a list of nationally recognized professional certification programs. Our research indicates that off campus (in-home) study courses are the least expensive as they do not require expensive travel and lodging.
