SC-CARS is a South Carolina statewide professional association composed of men and women dedicated to improving the South Carolina collateral recovery industry.  SC-CARS was created for licensure and oversight of collateral recovery specialists that operate in South Carolina, to elevate the image of collateral recovery specialists and to cooperate with law enforcement in providing for the welfare and safety of all citizens of South Carolina.

The SC-CARS association was founded by Renee McAbee of Inman, SC in 2009. Renee saw a need for a working state association to advocate for licensed collateral recovery specialists in SC.

Since its organization in Nov. 2009, SC-CARS has worked with Senator David Thomas’s office, the Banking and Insurance Committee and the Department of Consumer Affairs in the development of legislation regulating the licensure and activities of collateral recovery specialists in South Carolina.  This legislation is designed not only to provide for the welfare and safety of all citizens of South Carolina but to be a model for other states in addressing this most important issue.

Our proposed legislation will require comprehensive background checks, professional certification, continuing education courses, proper insurance and adherence to federal and state laws that impact the collateral recovery process.

Our website is designed to provide relevant information about the South Carolina collateral recovery industry to consumers, the financial community and to law enforcement.

 

Upon the passage of our proposed legislation, SC-CARS will provide a medium where licensed South Carolina collateral recovery specialists can communicate and a place to report unlicensed activity.

 

UPDATE:

S1073  passed the Senate unanimously and was sent to the House where it was assigned to the Labor, Commerce and Industry Committee. It was stopped in the LCI committee; two of the Senators on the LCI full committee wanted to see more state law enforcement involvement and less regulation under the Dept. of Consumer Affairs.  SC-CARS will work with the LCI committee members over the summer along with SC Law Enforcement Division, SLED, to  determine the best way to get regulation in place through SLED rather than Dept. of Consumer Affairs. Private Investigators are also licensed  through SLED so they are indeed equipped to handle such licensing. We will have a new bill ready to present to the House in January 2012. National Recovery Certification:

 

SC-CARS requires that every member become certified within the first year of membership.

Following is a list of nationally recognized professional certification programs.  If you are aware of other nationally recognized programs please suggest that they contact us so that we may list them on our site.  In searching for a certification program, be sure to ask your clients what courses they recognize.  Our research indicates that off campus (in-home) study courses are the least expensive as they do not require expensive travel and lodging.  For your protection our site will list only those certification courses that are accepted by the financial community.
